Jerusalem and much of its surrounding area are a warm desert, although it does sometimes snow in the city.

Put up a white background and the banner. Put up any landscape you like, but a desert landscape may be the most interesting.

Add cotton wool and glitter for snow and frost, and make snow clouds with lightning bolts - lightning is often visible in a desert blizzard.
